At the Human Capital Partnership CEO networking event today, Minister for Manpower Lim Swee Say unveiled the pioneer batch of 74 Human Capital Partners (HCPartners). Among them are MasterCard, The American Club, City Development Limited, GlaxoSmithKline and Jumbo Seafood Restaurant.
These HCPartners will receive the HCP Mark – a symbol that identifies HCPartners as exemplary employers and visually represents a company’s relationship within the HCP community. This mark is an endorsement of the continued commitment by HCPartners to human capital development and can be used in the firm’s corporate and marketing materials.
“In less than three months we have gathered the pioneer batch of more than 70 Human Capital Partners who are here today,” Minister Lim said at the event attended by Human Resources.
“These partners come from all sectors and are of all sizes – manufacturing and services, MNCs and local enterprises, GLCs and SMEs, business enterprises and social enterprises. Even though their business backgrounds may differ, they all share one same commitment – value human resources as most precious human capital,” he added.
HCP is a tripartite effort, involving the government, unions, and employers, Minister Lim said.
“Today, we are starting with the ‘pioneer’ batch of partners. To fulfill our shares purpose, we must keep growing the community of HCP.
“We do not want HCP to be an exclusive club of employers. We want to grow it into an inclusive community of employers to ensure that the human capital partnerships of Singapore will always be an inclusive one, now and into the future.”
These HCPartners will contribute to Singapore’s overall human capital development by focusing on five key areas that encompass all career stages. These areas are:
- Building the careers of young talent
- Providing a platform to transfer skills and experience
- Preparing a local workforce for success in a competitive global market
- Offering opportunities for lifelong learning and career development
- Recognising the contribution and empowering women in today’s workforce

Minister Lim pointed out that broadly speaking, together with the HCP partners, the tripartite strives to achieve three key outcomes.
“First, with two-third of our Singapore workforce being local manpower, we will nurture them into a strong local core in our future economy.
“Second, with one-third of our Singapore workforce being foreign manpower, we will strengthen the complimentarity between our local and foreign manpower so that we can better meet both the manpower needs of businesses and the career aspirations of our people.
“Third, global competition for better investments and better jobs is growing stronger and faster; to make sure that the quality of jobs in our future economy will be better, we will develop new and emerging capabilities in our local workforce , and draw on external capabilities to add to our strengths.”
The Human Capital Partnership (HCP) Programme was first announced by Minister Lim in November last year. It is a tripartite initiative that brings together a community of employers who are committed to grow their business and stay competitive by having progressive employment practices, and developing their human capital.
